This is awesome. QR codes are great for a lot of things. Coding a generator under 10k earns 5 starts in my book!

Thanks to all :) Alexander: the most difficult thing was to fit all tables from specification (table data takes around 5kB, even in compressed form) - so had to understand logic of QR code creators to generate tables automatically (well, semi-automatically - one column is hard-coded). Unfortunately, there was no space remained to select best encoding algorithm (numeric, etc.), that's why always Byte mode is used (UTF-8).
